Fan is a Chief Technology Officer of China United Telecommunications Corporation. He holds a Doctor of Management degree from The Hong Kong Polytechnic University. He has extensive experience in wireless communications and considerable experience in management in the telecommunications industry. Prior to his current position, he was Deputy Chief Engineer and General Manager of Mobile Communication department, actively involved in the mobile communication network construction and operation, decision making process on corporate strategic issues. Before joining China Unicom in 1999, Fan worked for Zhong Xun Telecom Consulting and Design Institute (formerly called Design Institute of Ministry of Posts & Telecommunications), where he spent 16 years developing wireless communication technology.
